Abstract
Sustainable development is considered as a crucial mechanism, it enables governments and peoples to meet the needs and desires of the current generations as well as respecting the right of future generations in natural resources and to live safely. The Small and Medium Enterprises (SME) sector is considered an essential pillar for the sustainable development. This study aimed at improves the current situation and the future of small agricultural projects, and identifying the role of small enterprises which depend on funding from lending institutions, NGOs in the achieving the Goals of agricultural sustainable Development strategy 2030 in the Egypt " Sohag governorate” to evaluate the current mechanisms in support and development of small and medium enterprises in Egypt, from the point of view of owners of these Enterprise, investigate the obstacles faced by The Small and Medium Enterprisesin the Sohag Governorate, and examining the socioeconomic characteristics of small businesses owned by rural individual in Sohag. The study used a descriptive analytical method, and used the questionnaire as a tool for data collection consistent with the objectives of the study were distributed to (100) projects in the Sohag Governorate year 2019/2020, the study results including: such as Small enterprises enhance the ability to work independently to generate income and provide the requirements of a decent life, There is a significant role for small enterprises in economic , social and environment development in Sohag governorate, due to the role of small enterprises in achieving sustainable agricultural development in the villages of the study sample in Sohag governorate in the year 2019/2020 was high, and the biggest role was in social development ,followed by environmental development and finally economic development, as the standard deviation value indicates that there is no dispersion of the data.The results also indicate SMEs in the Sohag governorate suffers from challenges and obstacles which leads to failure, such as the lack of adequate guarantee and insurance programs for agricultural products against the risks of climate changes and epidemics, as a result of the limited bearing of losses due to the unpredictability of the future ,as Coronavirus COVID-19, Lack of experience and skill for workers and owners in choosing projects, the weak facilities required by the government, and the weak coordination between governmental and private institutions, Difficulty in obtaining financing, especially for women. The results also indicate the lack of of sufficient relevant experience marketing. The study suggested some recommendations Based on the results: reducing the cost and risk of credit for small and medium enterprises, facilitating its access to markets, studying the possibilities and resources of each village to know its needs of projects and updatee to achieve the goals of planning For small and medium enterprises, and linking to physical and spatial benefits, providing unlimited financial and spiritual support for small enterprises, reduce the interest rate applied by the lending institutions to fit the conditions of medium, micro and small enterprises, and re-formulating a mechanism to provide loans including the loan value, insurance, interest rate and technical support to projects to achieve social, economic and environmental development "sustainable development" in Egypt.
