SMALL ENTERPRISES ASSESSMENT FINANCED FROM THE LOCAL DEVELOPMENT AND SOCIAL DEVELOPMENT FUNDS IN MINUFIYA GOVERNORATE

Abstract
The State has encouraged the establishment of small agricultural projects currently which income-generating to achieve the objectives of sustainable agricultural development, There have been some problems faced the young people during the implementation of agrkultural projects in Minufwa Governorate The study aims at identifying the i-nplernented projects, as well as the identification of problems that stand in the way of success of these projeds in an attempt to identify factors that contribute to the success of these projects. The study depended up on unpublished data, and personal interview for youth beneficiary of the Implemented projects in Minuftya governorate funded by the load development fund which reached about 2702 projects, Including in marts of about LE 6.4 million, has been operating the number of 2714 youth. Animal production projects represented about 89.3% of the total projects funded by the local development fund, the high percentage Is due to the lower risk factor. The numbers of implemented projects In Taal district, Kuesna district, Bshohdaa district, Ashman district, Elbajur district, Shbin Elkom district, &slot El sabaa district, Sadat district were about 804, 419, 367, 331, 281, 281, 187, 52, 27 projects respectively. On the other hand, the number of projects financed by the Social Development Fund readied 7833 projects Including investments amounted to about L.E 121.4 million with an average was about LE 15.5 thousand per project, These projects have contributed in the creation of employment opportunities for solving the problem of youth unemployment about which reached nearly 12.8% of the total number of unemployed, 80.5 thousand person. Wing some economic indicators in the analysis of these projects showed that comp ter center projects achieved economic effioency. The study reviewed the Agricultural Policy Analysis Matrix (PAM) for milk buffalo project and cattle fattening project In the first project the DRC was about 3.4 this refers that there is no comparative advantage in these kinds of projects, while it reached 0.72 In the case of cattle fattening project, winch indicates a comparative advantage for this type of project The study used the Internal Rate of Return (IRR) which readied about 21.6% in milk buffalo project, and the IRR deceased to about 13.3% by using the sensitivity analysis with the increasing of operating costs by 10%. In the case of return reduction by 10% leads to decline of IRR 10.4% which refers to the sensitivity of milk buffalo project to return reduction. In the case of fattening project the IRR readied 29.8%, but with the increase of interest rate from 7.5% to IS% the IRR reached 16.8%. The study recornmended giving more importance to the cattle fattening project for its comparative advantage for this kind of projects more than the milk project.
